'타임스 오브 인디아' 기고문

올해는 인도와 한국 모두에게 아주 뜻깊은 해입니다. 인도에서는 비폭력・무저항으로 독립을 이끈 마하트마 간디 탄생 150주년이며, 한국은 자주독립국임을 선언한 ‘3.1독립운동’과 대한민국의 뿌리인 임시정부 수립 100주년을 맞이했습니다. 이처럼 중요한 해에 첫 국빈 방문으로 모디 총리님을 한국에 모시게 되어 아주 의미 깊게 생각합니다.

양국은 식민 지배의 아픔을 겪었지만, 국민의 힘으로 독립을 이뤘습니다. 그 후 세계가 놀랄 만큼 빠르게 경제발전과 민주주의를 성취했습니다. 공통점이 많은 인도와 한국은 서로를 좋아하는 마음도 큽니다. 많은 한국인들이 인도의 시성 타고르의 시를 사랑하고, 위대한 영혼 간디를 가장 존경하는 인물로 꼽습니다. 인도인들은 핸드폰, 자동차, 텔레비전과 같은 한국 제품을 즐겨 사용하고, 젊은이들 사이에서는 K-POP이 인기를 얻고 있다고 하니 더욱 가깝게 느껴집니다.

모디 총리님과 나도 여러 차례의 만남을 통해 진한 우정을 쌓아가고 있습니다. 지난해 7월 인도를 국빈방문했을 때, 우리는 함께 지하철을 타고 노이다 삼성공장을 방문했습니다. 오가는 길에 만난 인도 국민들은 젊고 활력이 넘쳤습니다. 나의 치수에 꼭 맞게 보내주신 ‘모디 재킷’도 잘 입고 있습니다. 양국 관계를 소중하게 생각하는 따뜻한 마음과 성의가 너무나 든든합니다.

인도와 한국은 이렇게 굳건한 우정으로 연결되어 있습니다. 우리가 함께 열어갈 미래에 대한 기대가 큰 이유입니다. 나는 앞으로 아시아의 시대가 열릴 것이라고 확신하는데, 그 중심에는 우리 두 나라가 있을 것입니다. 이미 인도와 한국은 세계적인 경제대국입니다. 최근 인도는 모디 총리님의 비전과 탁월한 지도력으로 7%대의 높은 경제성장률을 기록하고 있습니다. 한국도 혁신성장에 총력을 기울이고 있습니다.

우리 두 정상은 아시아 시대를 이끌 양국의 미래에 대해 구체적으로 논의해 왔습니다. 우리의 핵심 키워드는 사람(People), 상생번영(Prosperity), 평화(Peace)입니다. 우리는 양국 국민 모두가 잘사는, 풍요롭고 평화로운 공동체를 만들 것입니다.

작년 정상회담에서 양국 미래비전이 제시된 이후, 성과가 빠르게 나타나고 있습니다. 작년 양국 간 교역액은 215억 불로 사상 최대치를 기록했고, 첸나이의 현대자동차, 아난타푸르의 기아자동차 등 한국 기업의 대규모 투자가 계속 이어지고 있습니다. 우리는 양국의 협력 범위를 인프라, 첨단 과학기술, 우주, 방산, 에너지까지 확대해 2030년에는 교역액 500억 불을 달성하기로 했습니다.

미래 협력에도 박차를 가할 것입니다. 인도는 기초과학기술에 더해 세계적 수준의 ICT 인재풀과 혁신적인 기업생태계를 보유하고 있습니다. 한국은 정보통신기술과 제조・상용화 역량을 가지고 있습니다. 양국의 강점을 조화롭게 접목한다면, 함께 4차 산업혁명 시대를 선도하게 되리라 기대합니다.

인도는 오래전부터 한반도 평화를 지지하고 도와준 고마운 친구이기도 합니다. 한국전쟁 때 의료지원부대와 포로감시여단을 파견해주었고, 최근에는 한국 정부의 한반도 정책을 적극 지지해 주었습니다. 일주일 후 2차 북미 정상회담이 개최되고, 이후 한반도 평화 프로세스가 속도감 있게 전개되리라 생각합니다. 한반도에 항구적인 평화가 정착된다면, 아시아 전체의 평화와 번영에 크게 기여하게 될 것입니다. 세계 평화운동에 큰 역할을 해온 인도의 변함없는 성원을 기대합니다.

지금 인도는 지구촌 최대의 순례축제인 ‘쿰부 멜라(Kumbh Mela)’의 열기로 뜨겁다고 들었습니다. 유네스코 무형 문화유산으로 등재된 후 첫 행사라고 하니, 인도인에게 더욱 감격스러울 것 같습니다. 대한민국 국민이 보내는 따뜻한 축하의 인사를 전합니다.

성스러운 축제의 기간에 한국을 방문하는 모디 총리님께서 인도의 축복과 지혜를 고스란히 전해주시리라 기대합니다. 인도와 한국의 비전을 가까운 미래현실로 바꾸어 줄 우리의 두 번째 정상회담을 기다리고 있겠습니다.

This year is very significant for both India and Korea. India will be celebrating the 150th anniversary of the birth of Mahatma Gandhi, who led India’s independence movement of non-violence and non-resistance. Korea marks two centennials: our March First Independence Movement that declared the nation a self-reliant independent country; and the establishment of the Korean Provisional Government, the root of the Republic of Korea.

I believe it is truly meaningful to have Prime Minister Narendra Modi as the first state guest of Korea in this important year.

Our two countries suffered from colonial rule, but we achieved independence through the power of the people.

Ever since, both countries have surprised the world with achievements such as rapid economic growth and democratisation. With so much in common, India and Korea have naturally become fond of each other.

Many Koreans love the poems of India’s poet saint Rabindranath Tagore, and Gandhi – the Great Soul – is held in the utmost respect. Indians are known to favour Korean mobile phone, automobile and television brands, and K-Pop is popular among India’s youth. This makes me feel we are even closer.

PM Modi and I also have met several times and deepened our friendship. During my state visit to India last July, we rode the subway together to visit a Samsung Electronics factory in Noida.

The Indian people I met on the way there and back were young and vibrant. I also enjoy wearing the perfectly tailored Modi jacket presented to me. It is greatly reassuring that our bilateral relations are cherished by such a warm, sincere heart.

A profound friendship connects India and Korea, which is the rationale behind our high expectations for the future that we will unfold together. An Asian era will surely come, and our two countries will stand at its centre.

India and Korea have already become global economic powerhouses. India has recently posted high growth rates hovering above 7% under PM Modi’s vision and prominent leadership. Korea is focussing its efforts on innovative growth as well.

We have concretely discussed our future and how our two countries will play a leading role in the era of Asia. Key words we share are people, prosperity and peace. We will build a prosperous and peaceful community where both our peoples can thrive.

Our two countries’ future visions presented at last year’s summit have come to swift fruition. Last year, our bilateral trade reached a record $21.5 billion, and Korean companies, including Hyundai Motor Company in Chennai and Kia Motors in Anantapur, continue to make large investments.

We have agreed to increase bilateral trade to $50 billion by 2030 while expanding cooperation to include infrastructure, advanced science and technology, space, the defence industry and energy.

We will spur future cooperation.

India is home to a world-class pool of ICT professionals and an innovative business ecosystem in addition to basic science and technology. Korea has advanced information and communication technology as well as manufacturing and commercialisation capabilities. If our nations can combine our strengths harmoniously, I believe that we will be able to jointly lead the Fourth Industrial Revolution.

As India has long supported and contributed to peace on the Korean peninsula, grateful Koreans see it as a true friend. During the Korean War, India dispatched one of its field medical units and a brigade known as the Custodian Force India to look after POWs.

Recently, it has actively supported the Korean government’s policies regarding the peace process on the Korean peninsula. I believe that the peace process on the peninsula will unfold quickly following the second North Korea-US summit to be held next week.

If permanent peace is established on the peninsula, this will greatly contribute to peace and prosperity throughout all of Asia. I am looking forward to India’s unwavering support as it has played a significant role in the global peace movement.

I was told that India is now full of excitement over the Kumbh Mela, the world’s largest pilgrimage festival. It is likely all the more inspiring for the Indian people since this is the first time it is being held as a Unesco-inscribed intangible cultural heritage. I send warm greetings and congratulations on behalf of the people of the Republic of Korea.

I hope that PM Modi will bring with him the true blessings and wisdom of India when he visits Korea during this holy festival. I am looking forward to our second summit that will turn the visions of India and Korea into a reality in the near future.
